Strange monitor problem

At the right side of my screen I have a faint line, and everything on the left of it lookes like it has a slight film over it or just slightly faded, to the right of the line its normal. The really weird part is that its there whether the monitor is on or off. has anyone ever seen anything like this before? Is it just fried?
