Voltage regulation for the deflection circuitry is out of whack. As long as it doesn't go all dead, this is probably repairable - but certainly, by threat of instant death, DON'T EVEN THINK OF ATTEMPTING ANYTHING YOURSELF.

Any idea on a cost to have someone fix it? Would that be an adjustment or like a new voltage regulator, etc?
Or, can I not discharge any current it's built up and do it myself?

BTW, someone told me the danger of working on TVs/monitors is 'overhyped'. Says he does it all the time and just lets them sit unplugged for awhile first. True/not true?

I've seen people zapped by old monitors that sat in the attic for months before they were unprofessionally poked around in. Just don't.
