Strange keyboard/boot problem

Ever since I built this computer, I've had a strange problem with my keyboard. During the boot sequence, my computer will try to get to my desktop, but it will get stuck at the screen that displays the Windows XP logo forever. The only way I can turn it off is by switching off the power supply and it won't restart either. But, if the three green lights on the keboard(Num Lock, Caps Lock, and Scroll Lock) are contantly flashing before I turn it on, then I can gain access to my desktop. In order to get the three lights flashing if they aren't already, I have to turn off my surge protector and power supply, and then unplug the keyboard for a couple seconds before plugging it back in and turning everything back on. Sorry if this is confusing, but I don't understand why this is happening! Is it some kind of driver issue? Do keyboards even have drivers? My keyboard is a very basic, cheap Belkin(it has a lifetime guarantee) with a PS\2 connection. On the box, it says that it's for Windows NT, 98, and 2000. I am running Windows XP, but the website I bought it from only said it was for Windows based OS systems. Still, does it really even matter what OS you use with a keyboard? As long as the connection is the right type, wouldn't it work on any computer? I would appreciate any advice, since I hate calling technical support and being put on hold for an hour.
