Strange Issues With Intel Board

I have Intel D915 PBL board with P4 3.4 , the bios screen takes 2-3 minutes to go away after xp boots up is that norma. I also checked the cpu temps they were 75C , so I removed the heatsink and reapplied the compound that lowered the temp to 72C.

There is also another issue sometimes the power button just blinks but I can hear the pc boot up.
