Strange issue when I press the power button

Ever since about the time I installed a firewire card, when I press the power button on my pc most of the time nothing happens. After that I have to press it a few times, and when I press it the fans will start and the lights will come on, but only for less than a second and then it goes off again. If I press enough times and leave it alone the false starts will go on by themselves which is kind of worrying. Eventually with some patience I get it fully started. Is this a problem with my motherboard or power supply? Thanks.
 
Yes the first thing to do is pull the card and see if you still have the same problem. If so then it is the motherboard or the PSU. a list of system specs would be helpful.
 
Well I pulled the firewire card and it still does it. Here's something I forgot to mention though, each night I turn off the UPS my pc is connected to, because it makes noise while I try to sleep. When I turn it back on in the morning and press the power button on the pc the problem I described above occurs. But once I get the pc going, I can turn it off and then back on without issue. I am now even less sure of what is going on.
 
Sounds like it's not getting the power it needs from the wall on your first go around, after that the residual charge in the system allows you to power up immediately, maybe something to do with your UPS?

I've had a strange experience like that once before, I installed a DVD-R into a system and the thing had power problems for a week before resolving itself. Sometimes machines just decide to not work right.

Try plugging your system directly in to the wall outlet to see if your UPS is the culprit.

 
Something that can cause the problem you mention is failing power capacitors on either the motherboard or the power supply. You can examine the larger capacitors on the motherboard (usually near the CPU) and look for bulges, splits, or oozing goop.
 
I don't see any at a quick glance around the cpu. I can't see inside the PSU so I don't know if that is the culprit. I'm going to try plugging into the wall later.
