Strange Internet Connection Issues

So this has been happening for at least a year and I've yet to come close to figuring out what's wrong.

Sometimes (lately all the time) I will have extreme difficulty loading a web page. I might open a page and only half the pictures will load, then when I hit refresh, different ones will load and different pictures will not. Sometimes when I click a link to open a page in a new window, the window opens and is completely blank and simply says done. I can click over and over and eventually the page will load. This happens with both IE and firefox. When I try to go to a website it might take a very long time to start loading, then load the whole page all at once very quickly. Whenever a site does load, it seems to take much longer for me than anyone else on the network (this is on fairly fast networks). In spite of all the difficulty I might have loading websites, AIM always happens to work fine.

This happens on any connection I might have, whether I'm at school, at home, or on someone else's network. This does not happen to anyone else on the exact same networks. This happens with both my wireless and wired internet. I can ping websites without a problem. Sometimes my wireless will simply disconnect and then reconnect. I have an IBM Thinkpad R40 with an Intel Pro 100/VE ethernet adapter and a Intel Pro Wireless LAN 3B mini adapter. I have updated the drivers for both with absolutely no luck. Occasionally it will seem like everything is working fine, but that never lasts. Also I have Novell installed for school, but I assume since I don't use that at home it isn't causing any problems.

HELP. Pleaseeeeeeee.
 
active firewall / antivirus?

have you tried booting into safe mode with networking and seeing if the problem still exists?

for shits and giggles, reset your ip stack. start > run > netsh int ip reset reset.log
 
No firewall, I do have an antivirus F-prot (whatever that is), I will try disabling it to see if that makes any difference.

resetting the IP stack doesn't seem to have fixed anything. Disabling the anti-virus hasn't done anything either 🙁

theres something installed that is loading on regular startup but not in safe mode.

go through your installed programs and remove things you dont recognize.
delete anything unknown in programs > startup
start > run > msconfig > startup. you know the deal...
perform a system sweep, spybot + ad-aware, hijackthis, etc.
