Strange Interference with SoundCard ?!!!!

When I turn on my speakers I sometimes get this fuzzy sound.
When I look at my volume/play control on the system tray the green bar jumps up and down even though there isnt anything playing.
I unplugged my speakers from the sound card and the problem still persists.

Its strange because it happens randomly...some days it'll happens and some days it doesnt.

Is there some strange interference going on?

plz help.
 
Its strange.

Whenever I turn on my computer the fuzziness occurs for about a minute then stops....then everything is fine.

Sometimes it doesnt occur at all.

I've tried muting everything but I can still see the green bars jumping on the volume control...

I dont have a mobile phone.

I dont think my suitemates here at school have the same problem though.

 
I've heard that a poor DSP on the sound card will cause it to receive interference from other devices in the computer, such as the hard drive. You could possibly try moving the card to a different slot or even trying the card in a different computer. Again, your system specs would be helpful since some chipsets may have more problems with this than others.

another strange thing is that it just started to happen a lot recently...it used to just occur a little bit once in a while.

I only seem to have this problem here at school too.
When I bring my computer home I dont remember having this problem.
