Strange Hardware Resource Issue

I'm trying to add an ATI HDTV Wonder to a system and no matter what PCI slot I put it in, when the system boots Device Manager says there aren't enough resources for the video card and I get 800x600 8 bit color. The system is fine with a PCI network card, but whenever I add the TV card in, I get the resource error on the video card.

I've already tried disabling every onboard device (serial ports, parallel ports, LAN, sound, etc). Any suggestions?

Abit IS7
1GB RAM
1 HD, 1 DVD drive
AGP GeForce 6200 (soon to be a 6600GT)
PCI Gigabit LAN
HDTV Wonder
 
Tried a PCI video card (Radeon 7200) and no problems. Before I just give up and call it an ATI\Nvidia driver issue, does this make any difference (PCI vs AGP card)?
