Strange FastTrak100 TX2 Transfer Rates

I recently bought a Promise FastTrak100 TX2 RAID Controller and have benchmarked it only to receive the strangest of results. The transfer rate "spikes" from 45 MBps to 70 MBps in the WinBench Trasfer Rate test. The drives I have are both running at U5 and are FAT32 formatted under 1 37.5 GB partition. I am running Windows 2000 Professional. I have tried everything from turning Smart Check off, to changing the PCI bus utilization for the RAID card. I've changed the card's PCI latency to a value of 64, I've switched the ATA/100 cables, and I've turned off all 10 fans in my case. None of this seems to work. I have 2 Western Digital 20 gig 7,200 RPM ATA/100 HDDs on the controller both set to Master on seperate channels. I have an Intel D815EEA (Solano Chipset) and a PIII 800EB. The mobo supports a 66 MHz PCI bus and so does the RAID card, so I gather the RAID card is running at 66 MHz instead of 33 MHz.
