Strange dial-up connection speeds after reformat

I reformatted my parents' computer the other day. They are still using dial up. Prior to reformatting, when they connected to the internet, it said the connection was between 26.6 and 32 or so. Since the reformat, every time they dial up, it shows that it connected at 115.2 Kbps. Though it says its connecting faster, it seems to be the same speeds as before

The computer has always been running WinXP.

Any idea what this could be?

and you have been around long enough

The reason I reposted it here is because someone replied to my other thread saying it would be best to post it in the Tech Support thread.

What kind of modem is it? Is a XP driver being used or the manufactuer's driver being used? Not sure but I think with some modems if the proper driver is not install, the reported speed will be the connection speed between the computer and the modem, not the line speed itself.

The computer is an HP, so it uses the drivers provided by HP that are built into the WindowsXP recovery partition. I just removed the modem from under Hardware, and let it recognize it again, but it still gives the speed of 119.2.
