Strange CPU Usage problem

Im working on a Dell Dimension 2200 with a celeron 1.3ghz... The computer is very very slow and takes about 7 minutes just to get to the desktop. There isnt any spyware on it, and even in safe mode with the task manager open, the CPU utlization is maxed at 100%, with about 70% alone devoted just to running the task manager... OBviously this shouldnt the case.... any ideas as to why this would happen?

Type msconfig in the run dialog(in the start menu). See which services and apps are loading on startup and look for any suspicious apps/services which are loading at startup.

Does it takes longer to boot as compared to previous boot times (getting to the welcome screen)?

Did you install any new software/hardware on/in your PC?
