Strange boot, is it the power supply, or is this normal?

Ok, so I was using an Antec Earthwatts 380w power supply with my new rig. When I turned the system on, the fans would spin for 2 seconds, slow down to almost a stop, and then rev real fast and boot normally. I found this strange, and thinking it was the power supply, purchased an Antec NeoHE 500w. Same result with the 500w. Is this normal newer systems? Can someone explain why it does this? The system works fine, but I just like to have answers. Thanks.

New rig:

Intel E6750
Abit IP35-E
Corsair 4x1gb DDR2
2x300gb Maxtor SATA
ATI 3870

Well weather the boot issue is PSU related or not doesn't really matter. You are in dire need of a new PSU. That little 380W unit will not last long with the strain your system is putting on it. Turn the system off ASAP and don't turn it on again till you get a better PSU like the Corsair VX450W or better.

Yah I did mention purchasing the Antec NeoHE 500w. So I am now using the new power supply. But I'm still having the same type of boot as I did with the old one.

I want to be clear that everything works great. I'm just wondering why turning on my computer is different than all the computers I've built in the past. When I turn on the computer it revs up, then sounds like its turning off, and then it turns on again and boots.

I'd have to say it just the way your motherboard is. May have somthing to do with your cool and quiet settings but i doubt it if its happening before the post screen is showing. The 500W Neo as you already know has plenty of power for your system.

That's normal for the newer Intel chipset motherboards.

The fans spin full RPM to get them moving and then slow down to whatever RPM is appropriate for the temperature. If they didn't do this, the fans wouldn't spin at all while the PC is cold because there's not enough voltage going to the fans to get them started.
