Strange artifacting with friends comp

hey guys could use some help here, my friend just built a new system

Amd 64 3000 939 socket
1 gig ram
ati 9800xt agp
gigabyte k8 trintron mobo
300W PS <-- the suspected culprit

the problem we are having is during and after boot we are getting flashing squares across the screen. and it blurs the text, but its not happening everytime we boot. should he get a stronger PS? or is there something else we arent thinking about?

300W should be fine if it is of high quality PSU
Did you o/c?
Did you try gaming and is it stable?
What RAM is that?

eh, a quality 300w ps will easily power the thing. my rig, which is very similar to yours,

r360 9800pro, oced, flashed to xt
3300+ amd64(2.4ghz, 256k chache)
1gig ddr
asus mobo
1 optical drive
1 hdd

is completely,reliably powered by a 240w ps(mATX ps) with 14a on +12v rail. a 9800 uses very little +12v amps(the one you should worry about)[0.7 fro a 9800pro], so the 98900xt shouldnt use too much more, seeing as it just has some more ram, a slight oc and some shader optimizations.

i think you might need to check the video card.
