Stopping CD drives from turning at Bootup w/ XP Home

Have a desktop and a Laptop with Win XP Home and each time the machines are booted or come out of hibernation (laptop), the CD/DVD drive(s) want to activate. This is annoying. Anyway to stop this. I know that the "Autoplay" switch controls then drives when a new CD/DVD is put in the drive.

Basically, I never want the drives to activate unless I "tell them to"...
 
What exactly do you mean when you say they activate?

If you've got explorer open and browsing the drives when you go into hibernation, then it will be loaded up when you reboot and the drives will be rescanned.
