Is there any way to really stop winxp from adding new network resources (or links) to my network neighborhood?

It keeps adding shortcuts to the shared folders on some other computers at my work.

Okay. . . If your on a domain, I've never seen XP pro show that behaivior, however XP Home automatically adds the Shared folder and new folders that are added to your Network Places for all the connected systems. If you want to hide them, the shares need the 'sharedfoldername' and a '$' behind it that will make it a hidden share and it won't auto add it to every connected systems Network Neighborhood.

It may be that your are using Simple Shares in your XP Pro environment and that is the trigger to automatically show the shared folders.

In Explorer, go to tools, folder options, view tab. Uncheck "automatically search for network folders and printers"
