Stop Internet Access for Remote Desktop Clients

I want to disable Internet for the workstations and thin clients using a Remote Desktop Client to connect to the server. I can stop them from getting to the Internet as long as they are not connected to the server, but once they are connected, I can't stop them because they use the server's Internet connection. Does anyone know how to fix this? It's a Windows 2000 server.
