does this mean they have $1 billion in the bank? or $1 billion in debt?

if net debt is negative, then that means they have cash?

i think it means debt even though it is negative

i found another site that split out cash and debt, it said they have ~$500 million cash and ~$1.5 billion in debt, so that is about $1 billion in debt net
 
debt and cash are different. Teh only way a company could have negative debt is if they loaned money out to someone, and there is NO WAY, you would ever see it stated as negative debt.

Depending on the sources you are susing, you might have outdated info.

Theoretically, you could subtract cash from debt to get how much debt they'd have if they paid off as much as possible immediately. That's kind of a stupid metric though. At what point do you start considering book value and factoring that into "net debt"?

The only time I subtractthe two, for valuation reasons, is when cash>debt. That will actually impact share price. Or if there is no debt. LLTC is a good example. They have $6 in cash per share and zero debt. So, if you find "fair value" using your favorite valuation strategy(s), you can add $6 to your result 😉
