Stock Intel HSF vs 900U on 2.4c OC

Is the 900U really going to give me that much of a difference in OC? It comes out to be ~ $52 for the HSF+Fan, or about $46 more than buying a retail 2.4C. From what I understand, the stock intel HSF is good, but abit noisy. If I went with the 900U id probibly go with a ~45cfm and ~30db fan if I went that route. Any input would be great!
