Stock Intel e6300 heatsink/fan question

I opened a retail e6300 cpu and noticed the stock heatsink/fan had the thermal tape/goop applied to the base of the heatsink. It looks like this.

The stuff looks like it was applied fairly thick. If I remove it will I make the heatsink fit loose etc? I have had a few heatsink/fans in my life that had thermal tape on them and removing them caused slack that the retention clips could not compensate for.
 
If you remove it it'll be fine. Just be sure to replace it with some other thermal grease, compound, whatever. And finish the cleaning process up with high purity rubbing alcohol.

bump so that maybe a few stock Intel heatsink/fan users see this.

After looking at the heatsink out of the package it looks like the spring loaded mounting pegs have enough play in them to keep the heatsink pretty tight against a cpu. But ya never know.
