Stock fan running only at 815 rpms

Well, I bought a retail amd cpu and used the stock amd fan with arctic silver 2. My problem is, that my fan is only running at 815 rpms (well atleast thats what the bios says" and my temps wont stop rising (it got up to 65 c last time I checked. Is the fan defective or something? ive got an ecs k7s5a mobo with a 300 watt ps and an athlon xp 1500..

Probably so. You should run your computer with the case open and take a look at the fan. The MoBo will tell you the RPM based on how much power it's drawing, not on actual speed.
