Stock fan on Haswell non-OCed

When not OCing, does the stock fan keep the chip reasonably cool (below 80C) and allow for unhindered "Boost" while not making any annoying noises? Suppose it's in a good quality ATX case with reasonable airflow, $250 GPU, 2 mechanical HDs.

I'm planning a build and want to know if I need to bother with cooling.
 
I don't think you'll have a problem hitting max Turbo at stock speeds. No promises on how quiet it will be, though 🙂
