Stock Core 2 Duo fans loud?

Does anyone else find the fans included in the retail boxes of the core 2 duos to be loud? Mine sounds as loud as a box fan set on medium.

The one that came with my E4300 is amazingly quiet in a Antec Sonata II case, while running at 2100 RPM or so. Asus Q-Fan will run it slower with higher temps. I can't hear the difference of the slower speed. I believe Intel uses the same fan with the E4300 up to the E6700.
