Still performence issues....

Ok, i've reinstalled windows on a fresh format, got a new psu which is alot more stable, but i still have some perofmence issues as before. I don't know if its jsut me calling them issues and expecting too much out of a 3.6ghz p4 or what. There is one thing here tho that might be a thing thats wrong, My RAM to FSB is in a 5:4 ratio, and my ram timing are 3-4-4-8. I was just wondering if that had any impact on performence, I read that post in the cpu o/c section of this forum made by some guy and it basically says that it dont make much of a differnce like this. Also, I would like to mention my p4 is the old c stepping prescot which might not have done so good as the other d and e stepping ones. Some help here would be greatly appreciated, before I go putting some money into the computer where it doesnt need to go. I'm still very happy with the new PSu tho, even tho it doesnt really help my performence, it'sa great help inkeeping my fans running right, and helping out with some more molex, as well as preparing for a future upgrade (comes with 20-to-24 pin adapter for pci-e boards).
