I have a 8rda+ and 512mb pc3000 hyperx ram.

Im leaning towards a Radeon 9500 pro

and the cpu is my only prob.

First i never oced and this is my first built comp. but its not hard to oc. Im getting a sk-7 hs but dont know weather to get a 2100+ or 2400+ cpu. If i do pick one should i go oem or retail. Plus where should i buy.
GoogleGear
Newegg
Excaliber pc I want something that will give me great performance for at least 8months-1year.

If ur plannin to overclock, then the 2100 would be a better choice. Make sure u get a tbred revision 'B' though, AIUHB stepping and all. It's cheaper then the 2400 and overclocks just as well as the 2400 if not better. If possible, go oem as well.

You should have gone OEM and ordered a decent heatsink/fan at the same time.

If you don't want to blow out the CPU then you should REALLY think of getting a better cooling solution than the garbage retail one. Go to a local computer store once your chip arrives and pick up a Volcano 9 for <$20 and some Arctic Silver 3 (~$5), and you'll get MUCH better cooling. Otherwise buy a nice HS/F combo online. Buying retail is fine - you get a nice 3 year warranty instead of the 1 year OEM one, but do yourself a favour and get better cooling - your CPU will run much cooler and will most definately o/c higher.

I agree with Jiffy. If you want to overclock do not use the retail hsf. It will not keep the chip cool enough for much overclocking. Besides the retail hsf's are loud.
I would recommend going to SVC.com for an slk-800 and an 80mm YS-Tech variable speed fan. Or you could get the sk6+ (cheap) and the same fan. The sk6+ is made for a 60mm fan, but if you rotate the fan 1/4 turn so that the edges hang off the heatsink and then it fits and works great. You will also need some Artic Silver 3.

Why did you order retail if you already have a heatsink? Shoulda gone with OEM, saved a few bux and gotten a YS-Tech fan with the savings. I have 2100+ with SK-7 and a Panaflo L1A.
