Steps for alternate VGA source in XP

I have AGP onboard my MB. I want to use my new Geforce4 MX 440 SE PCI VGA instead. Not looking for dual monitor. I installed the Geforce, installed fine. Both show functioning in Device Manager. I rebooted, changed to primary VGA to PCI in the bios. Turned off, moved monitor over to PCI. I can see the XP boot screen but the screen goes black as Windows loads.

I set to Extend Windows on the PCI display adapter. What did I do wrong? I also tried disable onboard VGA in Safe Mode and get a black screen on PCI.

Do I have to have a monitor hooked up to both when booting into Windows?
