SteamOs and Port Forwarding issues.

I'm having an issue with port forwarding and SteamOS. I'm trying to run a NS2 server on my SteamOs box. I've forwarded the ports on my router but "PFPortChecker" says they are not open.

I tested the forwarding on the router by changing the Internal Address to my PC and the ports report as open. If the ports are directed to the SteamOs box, they report as closed or not reachable. I checked the iptables on the SteamOS box and they are all open.
desktop@steamos:~$ sudo iptables --list-rules
-P INPUT ACCEPT
-P FORWARD ACCEPT
-P OUTPUT ACCEPT

I am a little confused about what the issue is and how to fix it.
