I bought HL2, and want to play CS: source. But I might want to return it or sell it if I don't like it. Can I remove my cd-key from Steam if I don't want to play it anymore, so the cd-key will still be good to whoever next uses my copy of HL2?

no, cd keys are permanently assigned to Steam accounts.

But the Valve people might reassign it; doubtful, but possible

There is a $10 or $15 steam account transfer fee that you will never find stated in the EULA but it exists(there was a lawsuit about this a few month ago, I have not heard of any settlement or judgement). This fee is payable via the transfere(the on getting the software) i Think
