Close and reopen steam.
When you right-click the item and delete the local content, your library will still show the game available to you to download. However, the text will be a darker color, like gray, to signify that it's available but not installed. When it's installed, the game name text will appear bright white.
If you don't want to see games in the Library that you own but are not installed, click the drop-down menu and select the "Installed" option.

If you buy a game on steam, it will always be listed in your library with dark gray text if it's not installed and bright white text if it is installed. If you are having trouble uninstalling a game that IS installed, restart your computer and try again.
Steam is really simple, it doesn't fuck up often.
