Steam problem?

Sometimes when I try to launch Black Ops 2 I get some error about not being connected to Steam. I'll exit the game and hover over the Steam icon in the systray and it will go from "Steam" to "Synchronizing" back and forth.

Then tonight I was in the middle of a game and got disconnected from Steam and noticed the same synchronizing. Is this a Steam issue, a setting on my PC or something else?
