Steam problem playing Commandos

I bought Commandos off of Steam, thinking that they would have adapted it to modern systems. Apparently I was wrong. I get an error saying "I cannot find DirectX 5" and it hoses my system almost to the point that I have to reboot.

I'm using Vista. Is there any hope?
