steam in offline mode

I want to play halflife 2 in offline mode as I've read on here, but cant figure out how to do it.

 
Here's what I did:

Install HL2 with Steam
Register HL2
Maybe play it once or so
Disconnect your PC from the internet OR change your Steam settings so it doesn't log you in automatically.

Then every time you start up your PC Steam should ask you if you want to start in "Offline Mode".
