Steam/CSS error

Recently I've been getting an error message in CS:S that kicks me out of a server a few minutes after joining. The message reads:

"Steam could not Connect to the VAC server."

I've never gotten this message before and have no idea what I need to do to get rid of it. I've logged out and back in to Steam, I've reinstalled Steam / CSS... nothing makes any difference, I get the same message. Can anyone tell me what this message means/how I fix it?
 
Exit steam fully. Go into your firewall settings and reset them to default. Restart up steam. See if re-adding steam and its related stuff to the firewall settings will fix everything.

I don't have any other firewall installed and the first thing I tried was to turn off Windows firewall.
