when does this error problem usually occur? i've been able to open steam but not play cs:s for the past 3 days..

does reinstalling usually help?

Log out/Log back in?
Restart Steam?
Defrag CS:S files via Steam?
Authenticate CS:S Files?

Tried any of those?

yes to all of the above, except the last. how do i do that?

even after reformatting windows (for another reason) i still only got it in and playing cs:s ONCE... still get the same problem

if by that, you mean "validate steam files" then yes, i've tried that too... still doesn't can't open up cs:s

even after reformatting windows (for another reason) i still only got it in and playing cs:s ONCE... still get the same problem

Try
1. close steam
2. delete your clientregistry.blob file which is located in your steam folder
3. restart steam (you will have to log back in so you need to know your user name and password)
4. steam will reupdate and you can then try to play again

i do own it. and the problem was a conflict with webroot spy sweeper. i would have to shut down spy sweeper prior to opening any steam games to be able to play.

tried that.. did not work

I've had this happen on TF2 on a Vista Ultimate 64 box.
What I usually do that takes care of it is open task manager and kill any instance of hl2.exe and steam.exe making sure icons disappear from the system tray ect.
try to open TF2 and it automatically logs into steam and opens TF2.

By "Validate Steam Files" do you mean you tried the "Verify Cache Integrity" button already? That has fixed 90% of most my Steam problems to date.

yea thats what i meant, but it did not help.

in case u guys missed it, it was a conflict with webroot spy sweeper. when i shut that down i can open up CSS fine

If it's a conflict with that other program why aren't you googling that program and problems with it? Or at least using the proper forum regarding your question.

currently having the same problem in DOD:S will attempt to solve and supplyany knowledge i can find on this matter

It seems like he would have / will 40Hands he did not figure out the problem before he made the thread, which is pretty obvious.

If that program is giving you trouble I suggest Avira or AVG (I think its called that)
