Steam CPU usage question

This happens when cs:source is running (it fluctuates):

steam also hogs 15-40% of CPU usage even when source is on the main menu (not connected to any server) and minimized.

my specs:
p4 3.4ghz oc'ed HT 2mb cache
ati pcie x800XL 256mb oc'ed
intel mobo
1GB dual channel DDR2533

any help would be appreciated, the only thing i can think of is a complete reinstall/format
