Steam client 'cannot connect' the first time I start it, almost every time

Is this behaviour 'normal' for the steam client? It's quite irritating, especially when I'm starting a game that doesn't need an Internet connection.
 
I don't know if it's "normal", but that used to happen to me on a regular basis.

Not a big Steam fan.
 
Glad I am not the only one. This happens more often on wireless than wired though.
 
I don't have Steam installed but both of my sons do on their computers and this happens a lot too. They're both on wireless connections if that matters.
