Steam Big Picture loses focus

When it loses focus, I can see the start bar at the bottom. Usually some other app that wants attention and always happens whenever I start Steam VR. Since my controller is setup to work differently depending on whether I'm on Big Picture or on Desktop, it causes major issue there, especially when I'm in the Oculus Rift since what I'm doing inside it is also trying to happen on the desktop.

Is there any way to prevent Big Picture from ever losing focus? Some way to always stay on top perhaps?
