hmm, i have no idea - i never took stats in high school. it's actually econometrics, but we do pure probability and stats the first half of the class.

Because in some cases a measure (or probability measure) can not be defined on all subsets of a particular set; however it can be consistently defined on a Borel field.

Edit: and this is not a stats question, it's a measure theoretical (or probability) question 🙂
