Static noise when restarting windows

When I restart windows, I sometimes get some sort of static noise through my speakers. Could this be a driver problem? Anyone having the problem too?

thats usually like a power spike to the sound card, this should be normal, try doing the same thing with your stereo, turn it on loud then just unplug it and you should get something similar.
