static noise speakers

I just built my first PC, amd64 3700 w/ MSI NF4 platinum MB
I have THX Certified ADA995 ALTEC Lansing speakers 5.1 setup. It came with my old Dell.

So basically, I get a static like noise from my speakers constantly...when my mouse moves, HD is active...I get a static noise.

I tried pluggin my speakers into the front audio headphone jacks, and the noise disappears...so I know it's not the speakers.

I even put it on mute, and the static sound persists.

Is it my onboard soundcard? Are the wires in my case interferring? Are my audio connections correct? Is my video card causing static? I have EVGA 6800GT. THanks
