Static IP settings keep reverting back

I've moved a PC to another location which requires a different subnet. When I typed in the new address and gateway etc. etc., I am asked to restart the PC before settings will take effect.

Never had to do this before... and when I restart, the IP settings go right back to what they were before I changed them. I removed the adapter from the device manager, scanned for hardware changes and it re-added the adapter with automatic IP configuration. Again, I switched to manual, typed in the IP address, subnet mask, gateway, DNS to settings I am 100% positive are what is needed, but now they switch right back to automatic.

So the issue is Windows asking me to restart, and the IP settings are not changing.

Windows XP SP3, by the way.

Any help is VERY appreciated.

Try totally rebuilding your network connections:

Go to the Device Manager>Network Adapters, and remove ALL NIC's (not just the single one) from the device manager..

In the Device Manager, select View>Show Hidden Devices

(If the Show Hidden devices is not present, do the following command from a command prompt..)

start>run>cmd
set devmgr_show_nonpresent_devices=1

Go back to Network Adapters in the Device Manager, and make sure your adapters are all gone, including any older ones. (there will be several ' miniport' devices that are not able to be uninstalled....)

Then....

Start>run>CMD.exe

netsh int ip reset reset.log
netsh firewall reset
netsh winsock reset

Reboot and let Windows reinstall them...

Then make sure that the SP2/3rd party firewalls are all disabled, and retest....

Also, did you install any auto-configuration software lately that may have been bundled on a CD with a wireless router? Try uninstalling that.

There was Intel ProSet wired software which I uninstalled, I then uninstalled the drivers. I removed the adapter from the device manager, ran those commands as noted, rebooted, downloaded the latest drivers from Dell onto a flash drive, reinstalled and SAME PROBLEM.

Not sure how much hair I have left from this... Any other ideas? I'm trying not to have to reinstall windows but I'm getting closer and closer to that solution. It's just really frustrating feeling defeated by this stupid problem.

There could be some group policy or other security settings preventing you from having a static IP unless this is your machine and you have full control over it. There is hardly ever a need to manually assign a machine an IP address anyway. If it needs the same IP all the time just use a DHCP reservation.
