If you have a STATIC IP address, then YOU manually enter it. You may have to un-assign it from the old card so you can re-assign it to a new one, but "static" implies that you manually "attach" that address to that card.
If the card gets its address from a DHCP server, then yeah, the address will change, because the MAC address changes (hardware address) ... that's the only thing the DHCP server has to identify your computer.
If you control the DHCP server, then you can set the server to issue a specific address to a specific card ... either permamantly or on a lease ...
