State taxes- Do you mail in your W-2's anymore?

i filed an extension, and am mailing in my taxes.
i did the taxes w/TurboTax.

Instructions was just mail in the forms (VA760CG & sched INC/CG)

Do i no longer need to mail in W-2's anymore?
(Not going to e-file because TurboTax wants $19.95. F them!)

I am in Virginia and last year I mailed in my state copy of the W2. They didnt complain.
Thats what the state copy is there for.

They tax you somehow, the government has more ways than just income tax to take money out of your pocket.
