I did not work in 2003. I was a full-time college student. Even if I did work all taxes were collected from me beforehand.
State has been giving me my refunds back for the last several years. Now all of a sudden out of the blue it says I owe them money.

Has this happened to anyone before? I guess I have to appeal stating "I did not work in 2003". Just wondering how the hell they could think I owe them money 🙁
 
Did you get any state or federal grants? They are taxable if its more than what's need for tuition and books. Scholarships are taxable too.
 
Nope. Parents paid for my school.

What I don't understand is what "new" evidence could have possibly popped up that they think I owe them money. This has to have been new because I have been getting returns back for the last several years. If they thought I owed them money then I wouldn't have gotten anything back.

Blah. This is going to suck.
 
Most likely the DOT issued a proposed assessment based on estimated income for that period. If you filed the year before and the year after, they put the dots together and say that you should have filed in 2003. They are most likely expecting you to file a return upon receiving the notice that reflects your actual tax due.

If I were in your position, I would contact the DOT and find out the basis for the assessment and what you need to do to clear it up (besides just paying the assessment). I think they will probably ask you to file a return for that period even if it shows zero tax due.
