Vista doesn't include Telnet (bastards).

Go to Control Panel->Programs.

Depending on your VISTA, you will find there option called "Windows features" or "Advanced ...."

Go inside these and look carefully you will find option to install telnet or switch it on.

Telnet is no longer installed by default on Vista but it's still there as an addon option.
