starts to boot then quits

my computer is a self built. it is using windows 7 ultimate 64 bit and when i turn it on it boots to the windows 7 flag the red dot starts to show and then it stops and reboots any help?

MSI P6NGM MINI ATX MOTHERBOARD 1 gig ram 80 gig seagate hdd 3.00 intel cpu .
