starting a computer with out a case

if your board has buttons for it, do that
if not, find the pins where the power button is supposed to fit into
then short it with a screwdriver or some piece of metal pushing between the two pins.
 
And don't be afraid of getting the wrong pins within the group -- they're short-circuit protected. Just feel around with a flat-head screwdriver and eventually you'll get the right pair.

NOTE: Make sure you know which set of pins is the 'front-panel' group (ie hdd light, power light, reset, power, etc).
