Start-up/Shut-down problems?

Well I finally got my system together and running. So far I'm pretty happy with it; it runs cool, quiet, and stable. The problem I can't figure out is this:

I have no problem starting the system, or shutting it down, but it refuses to re-start in both Win98se and WinXPpro. Anytime Windows asks if I want to restart after installing software/hardware to complete the set-up it shuts down; it doesn't power off, just goes into standby, and I have to restart it manually with the restart button on the case. I have the same problem if I go to start and ask it to re-start from the desktop.

Any suggestions?
