Start-up Problems with Windows ME?

I'm having lots of trouble restarting/starting my computer. Whenever I turn my computer on, usually it takes 5-6 resets until it actually loads into windows. Is it a software problem? or does it have something to do with hardware? I appreciate any advice you can give me, cause this is really annoying the heck out of chimp.
