Start --> "Turn off Computer" Hangs computer!

For some ungodly reason if I go to the Start Button and then click on "Turn off Computer",
my computer hangs. No HDD activity and I can move the mouse. I can even bring up
the task manager...

After about 3 minutes, the option menu (to Standby, Shut Down or Restart) pops up
and then I can do any of those options without any further delay.

I can also Standby/Shut Down/Restart by going through the task manager or using a
specially made shortcut...the problem is bring up that menu when you hit "Turn off
Computer"!

It's not a deal-breaker, but it's just started happening and is really annoying especially
if I forget not to hit it...

Does anyone know what process starts when you bring up the menu? Anyone have any
other thoughts?

1) can you look in the system's Event Viewer logs and see if you can match up some events to the time of a hang? Control Panel > Performance & Maintenance > Administrative Tools > Event Viewer.

2) taking a bit of a long shot... what security software, if any, do you use, and what other software might be running in the background (P2P or whatever)?

3) does it do that stunt if you do a Turn Off Computer from Safe Mode?
