Start>Programs, how can I view all items at once without clicking the down arrows?

In Win98, when selecting Start>Programs, all of the items would be available to be viewed. Now, in XP, I have to click the down arrow to see all of the items. Is there a way to set it like 98?

right click on your taskbar and uncheck USE PERSONALIZED MENUS. well thats what it is in win2k. i assume its the same in XP.
 
Win98 I don't know of way but in Win2K it's:

Right click Task Bar>Properties>Advanced Tab>Uncheck "Scroll the Programs Menu"
